[Feature Request] Enable transport request response to be returned in Arrow format

Using newly introduced Arrow Flight transport, enable any transport request response to be returned as stream in Arrow format.

Describe the solution you'd like

TBD soon.
We want to make it easy to migrate any existing API having columnar response to be migrated to the arrow flight transport introduced in #16679.
Once migrated, the OpenSearchArrowClient (OSAC) opensearch-project/opensearch-java#1502 can be used to stream response in arrow format.
