Orchestrator to integrate entrance/exit criteria checks

Is your feature request related to a problem? Please describe

We do not have a centralized mechanism to check the check entrance criteria and exit criteria status. Different workflows are in place but have to be referred using https://github.com/opensearch-project/opensearch-build/wiki/Releasing-the-Distribution or just by experience as a release manager.

Create a centralized workflow that would have all the workflow, libraries in one place to run on demand or automatically
