Debug OUI CDK issues and deploy

The OUI CDK in its current state does not run out of the box. Need to deep-dive into why the bootstrapping process fails and deploy the stack

Exit criteria:

• Fix cdk bootstrap
• Deploy stack for local branch

this.node.tryGetContext('codestar')
this while bootstrapping will be undefined! as we are not passing it from terminal and we are using it cronlmabdapolicy! so bootstrap was throwing error.

this will stop the error and while synth we can pass codestar
