Selective service export

We need to provide a mechanism for defining rules based on which services are exported and federated in the mesh. These rules should be dynamically defined by users and support flexible criteria for service selection.

Other (remote) meshes need to be notified when:

• export rules are modified
• any service matching the predefined rules is created, updated, or removed.
