Per-reservoir bathymetric survey DEMs from USGS (various resolutions, 1–10 m). Inland gap-fill: reservoirs are hydraulically isolated, so no seam against the ocean base — same layer mechanics as the built lakes (lakebed elevation → depth via source_datum --offset against the pool level).
Opportunistic: pull in a reservoir when a concrete need appears; the lake_tahoe/ddm recipe is the mold. Note pool levels vary — pick the datum offset per reservoir (conservative: a low pool level).
