Changes in plugin os-nginx are not applied

It's about the "Community Edition" of "OPNsense." For quite some time, changes made in the "os-nginx" have not been applied immediately but only take effect after a server restart. Additionally, changes are not being written to the corresponding /usr/local/etc/nginx/nginx.conf file after being modified or created in the GUI.

Question 1: What can I do to make it work as expected again?
Question 2: Does this issue also occur in the "Enterprise Edition"?
