Add blurred transparency option in Cinnamon

Cinnamon already supports transparency, but adding blurred transparency would greatly enhance the modern look and feel of the desktop. Blur effects are widely adopted in other environments (KDE Plasma, GNOME, Windows, macOS) and help improve readability by softening background distractions while maintaining depth and elegance.

Rationale:

• Provides a more polished and contemporary aesthetic.
• Keeps Cinnamon visually competitive with other desktop environments.
• Improves usability by reducing background clutter behind transparent panels and menus.

Performance consideration:
This feature could be optional, so users with less powerful hardware can disable it and continue enjoying Cinnamon without any performance impact.

Summary:
Adding blurred transparency as an optional feature would modernize Cinnamon’s design while respecting performance needs, making it even more appealing to both new and long‑time users.
