The instructions for requiring an approval https://best.openssf.org/SCM-BestPractices/github/repository/code_review_not_required.html are out of date and need to be updated.

@torgo how do we update the SCM guide? do we manage these contributions directly here in the best practices repo or do we maintain the integration with Legitify somehow?
