Modifying the existing Arranger chart, we should be able to deploy the new Arranger server to Overture's QA and Staging environments for testing.

This ticket accounts for those changes, and adds the requirement to make changes for the legacy modules (v2) to continue being available for testing, as DMS-UI still relies on them.
