Can't load a local website deployment in the in-app browser on Android

Summary

I've been working on Phantom integration in an Angular application, but I struggle to load my local deployment inside Phantom's in-app browser on Android. Any attempt results in a generic error. I've tried connecting over HTTP, generating and installing a self-signed SSL certificate and upgrading the connection to HTTPS - nothing works.

I can open the page without errors or security warnings with Chrome on the same mobile device, it also loads fine in Phantom on iOS.

Steps to Reproduce

1. Run a local server with the application (see how to create a new Angular project to quickly set up a new project)

$ ng serve --host 0.0.0.0

or to serve over HTTPS

$ ng serve --host 0.0.0.0 --ssl --ssl-key <path-to-ssl-key> --ssl-cert <path-to-ssl-cert>

2. If using HTTPS, transfer the CA certificate to your Android device and install it
3. Load the page in the device's browser to confirm it's working
4. Try to load the page in Phantom's in-app browser on the same device
