Issue Description

Context
aioboto3 pins aiobotocore to v2.25.1. This pins boto3 to v1.40.62.

The aioboto3 library has not been updated for last 7 months. There are multiple PRs open for this ( terricain/aioboto3#401 , terricain/aioboto3#400 ) with no response from the core maintainers.

Impact

This limits usage of new aws boto3 features throughout the project and might also have security implications.

boto3 is synchronous and blocking, which isn't well suited for real-time apps. Until the boto3 library has an async SDK, we're a little limited in our options.

There's a desire from the aioboto3 community to update deps. PR for that:
