Reloading window results in a dead/zombie console session

Describe the issue:

If I reload the windows (from command palette) when there is a running R (or Python or Both), it tries to reconnect to the session results is a dead/zombie session and starts a new one for me.

Note - restarting Positron seems to fix it

Steps to reproduce the issue:

1. Start an R or Python Session (or both)
2. From command palette, reload windows

Expected or desired behavior:

Session to reconnect

Were there any error messages in the UI, Output panel, or Developer Tools console?

I think this is the same as #13268, which is a Windows-only regression from the last upstream merge. What do you think, @timtmok?

@juliasilge Yes, this looks like the same thing from the event change. A new session will be created on Windows when reloading the window.
