Add the ability to hide anime/questionable backgrounds

A common request from users is to hide all backgrounds with animu girls. Basically a no-anime toggle.

It keeps coming up so there's definitely a demand for this. It should not be too hard to add this, and backpopulate all existing ranked beatmaps with data for the flag.

Proposal 1:

• A new setting in account settings "Hide anime backgrounds"
• Internal teams would flag ranked beatmaps with anime backgrounds
• Client support for this (probably lazer-only)

Proposal 2:

• An account setting to choose which background tags to hide (all anime, only questionable, etc)
• Use either beatmap tags or user tags system to add multiple categories of backgrounds which users could choose to hide, ie background/anime background/questionable.
• Rely on crowdsourcing to backpopulate data
• Client support for this (probably lazer-only)

I don't know is this open for public feedback yet (feel free to hide, in that case), but I have a question. Overall it seems logical, but what would replace those "questionable" backgrounds in lazer and web? Would it be seasonal backgrounds? If so, some of those can be considered suggestive enough for people to start asking online how to get rid of them. Thank you, in advance

atm web shows this default image when a background isn't available, and the client has a few default non-anime backgrounds that you can see on the menu with seasonal and beatmap backgrounds turned off

seasonal backgrounds always include "anime" characters (the osu! mascots), but there's already a toggle for them in the client

also, the client shows the game mascot in a few ui elements (account registration overlay and the beatmap listing when there are no results, afaik), as well as anime characters in many menu and news banners. not sure if those would be covered by this toggle

Nice. I think proposal 2 would probably be quickest, staff being the only people able to flag might take a long while. Also since this is being added, wondering if there's scope to add an additional option to hide all backgrounds? People have been using rrtyui's grey image tool to do this to their whole library since maybe 2013-14 so I think this would be useful too. It serves the purpose of making the game unrisky to play (as obviously accurate tagging will take a while and be a continuous effort) for people with strict parents with their PC in a non-private rule, which was a thing for me as a teen and directly influenced most of my IRL friends not continuing to play the game. Beyond that people just being able to control what they see seems like a good thing freedom-wise anyways.

Also wondering - if someone disables this on their account then it would potentially make sense to be able to download without the bg file in the first place (without that warning coming up when they play the map) as it would save a lot of disk space over time too - maybe this could be a sub-option, don't want to overcomplicate things though

Edit: also regarding this being likely lazer-only - that makes sense because of it using the beatmap tags - but perhaps an option to hide all BGs could still be added to stable, which wouldn't be reliant on tags?

We can use user tags with the caveat being the tags are at the Beatmap level, not Beatmapset.
They can also be excluded properly from search with #12148, again with the caveat that the tags are Beatmap level and the new rules for excluding results requires all the Beatmaps to have the tag, unless there's a different type of filter or exceptions are made.

Wallpaper Engine shows a dialog when you first open the listing. Maybe we can do the same to increase visibility of this setting, else users just don't know, come across to some changelog / reddit post, or have to scan the settings.

First-run setup is probably the place for such settings.

This is web, which doesn't have a first-run setup yet. Also I feel like context is important, but looking at this again, this issue only affects backgrounds and not actually filtering anime-related music out of the listing.

Edit: and if it's in first-run setup, it's not going to show for existing users unless you force a part of it again on startup to show a new setting

Distinctness of beatmap backgrounds is useful. Instead of replacing the backgrounds with non-unique default image, blank image, or seasonal backgrounds, they could be replaced with some deterministic unique replacement image (for example, some sort of tesselation using dominant colors of the original background). In some cases it would be a positive to preserve e.g. the color scheme of the original background intended by the mapper.

before i saw this PR i was working on similar thing not sure if it's related to this issue.

I was working on adding a button to hide background within lazer and store it in database as HideBackground or BackgroundHidden boolean value, here's a demo
