Consider patching up permissions query algorithm for "storage-access" to consider "top-level-storage-access"

In order to allow iframes to query whether they were granted storage access through this API, it might be helpful to expose this via the `storage-access` permissions.query. I'm not 100% sure how common it is to mix permission info in that way but off-hand it seems reasonable to me.
