Move KubeRay CR and CRB to ODH/Kuberay repo

WHY

Follow up from #337. Once we move to an aggregated cluster role it will make more sense for these to be in the ODH/Kuberay repo.

What is being asked for?
Move the files added in this PR to the ODH/Kuberay repo.

The ClusterRole and CLusterRoleBinding have been moved our of the CodeFlare Operator repo to the ODH Kuberay repo.

As discussed with @asm582 @tedhtchang we may think about adding the aggregated cluster role in upstream Kuberay.
