Add server ip/port binding

A server (if required) should be able to be bounded to a specific ip and port.

This enforcement should be done by the config data and is plugin-specific. A toggle on the config should disable such enforcement.

After some deliberation, it has been decided this will only function with docker containers. Standard and tty will not support this functionality.
