Cannot drag tab accross monitors on windows

Reported by 𝔊𝔯𝔢𝔳𝔢𝔫 on discord. When dragging a tab to a different monitor on Win 11, the tab will not split into a different window. Note that this may be intermittent.

Steps diagrammed in provided video (not able to make publicly available):

1. Open second tab
2. Attempt to drag onto second screen to the right
3. Drag will fail

Alternative

1. Try drag the only tab in an open window to the other screen
2. Drag fails
