Support for manylinux2014 images will be dropped on 2027-05-04

With the Amazon Linux 2 EOL on 2026-06-30, there's very little need to keep supporting manylinux2014.
The manylinux2014 images support will be dropped when Python 3.16 gets added which is usually planned on the first beta, on 2027-05-04.
This however falls before the end of extended (paid) support for RHEL 7 / OL 7.

Recently, I used the default cibuildwheel images (manylinux_2_28) to compile freeze-core (a dependency of cx_Freeze). Previously, I used manylinux2014:

I mistakenly assumed that, starting with tag 2026.03.09-1, it would include OpenSSL 3.5.x, only to discover that this is true only for manylinux2014.
I previously tried to create a patch, and you were already working on it, so based on your reply, I understood that it would cover all the images: #1498 (comment)

For now, I'm going to revert and go back to using manylinux2014.
Do you think it's possible to use the same OpenSSL version across the other images? It would be useful for me to know that the various released wheels are using the same version of OpenSSL.

If you agree, I can create a patch to remove that restriction, or would you like to do it yourself?
