Add `discover()` method to (all) finders

Proposal:

It would be nice to implement discover() for all finders where that can be reasonably achieved.

• FrozenImporter
• WindowsRegistryFinder
• PathFinder
• FileFinder
• zipimporter

Ideally, this should be done before the 3.15 feature freeze.

For FrozenImporter, I found no way to get totally all frozen modules. Maybe it needs a private api to export them.

The function in import.c named list_frozen_module_names maybe good.

I doubt whether it is necessary to add WindowsRegistryFinder.discover because WindowsRegistryFinder is deprecated.
