What minimum macOS version policy would we want?

I'm sure @ned-deily if I'm missing it, but I'm not aware of any official policy we currently have around macOS support for the macOS installer.

This one isn't super important since weak refs / linking on macOS mostly "just works" and you don't really trade off much by supporting ancient macOS versions.

PBS is still supporting 10.9 on x86-64 and 11.0 on arm64. I don't believe there have been significant complaints about missing macOS SDK features.
