Scale-up exception: `ERROR [getRunnerTypes]: HttpError: Not Found` - scale-config,yml location

This is related to the fact that scale-config needs to be in the repo when ALI is steup at repo level.

I believe we ultimately decided to merge both prod and canary scale-configs into pytorch/pytorch#127566 . One remaining item I guess is how do we sync pytorch/pytorch over to pytorch/pytorch-canary? is there a job that periodically runs to keep them in sync or is it manual?
