Remove ability publish to Posit Cloud

The ability to publish or access content on Posit Cloud will be fully disabled for all users effective July 31st. We should remove this option from the Quarto CLI.

This is so strange when I look at this issue directly its not attached to a project, but its attached to the "Publisher" GitHub project in the publisher repo, but I cannot remove it 😵
