Using a Rumble Pak causes massive stutters

OEM controller and Rumble Pak in the dual adapter, as seen in the example video below anytime the controller rumbles the game hitches quite a bit.

Upgraded my PC, new Motherboard, new CPU, same issue. 7800X3D with a B650 board. Also now W11 instead of 10. Not as severe as in that video. but still unusable. Tested with only one official controller plugged into port one of one adapter, one official rumble pak and that's it.
