Dragging card to bottom of new list doesn't work

Describe the bug
If you drag a card from a list to the gray space at the bottom of any other list, it does not stick to the target list. It just flies back to its original list. Right now, you have to drag the card so it touches another card in a list. Only then does is stick to that list.

To Reproduce
Steps to reproduce the behavior:

1. Go to a list
2. Click on a card
3. Drag card to the gray space in the bottom of any other list

Expected behavior
I expect the card to stick to the target list. Instead, it does not stick, it flies away to its original list. The only way it stays in the target list, is if you drag the card over another card in the target list.

@dapi sure. Yes, #203 is similar. Although, that one talks about dropping a card to the bottom of the same list. That user story doesn't happen as often.

Dropping a card to the bottom of a different list happens a lot. At least in our use cases.
