Add CRDA action in code scanning starter workflow

If GitHub allows multiple starter workflows per organization in the future, then we can add [CRDA action](https://github.com/redhat-actions/crda/) to the [code scanning section](https://github.com/actions/starter-workflows/tree/main/code-scanning) in the starter workflows.
