refactor/quickfix for @override on method not in super class

If you have a class with a method @OverRide void somemethod(...) and somethod is not in a base class offer refactor to add such signature to one of the base classes/interfaces.

There are 2 code actions that should be available in this case :

The reason they aren't there is because the code itself (in JDT UI) has not been refactored to be usable (from JDT "Core"). I actually have a PR at eclipse-jdt/eclipse.jdt.ui#2243 that refactors a few quick-fixes making them available to vscode-java but the one that would perform this specific behaviour (remove @Override, add method to base) are a bit trickier to refactor so I left them out. I could have a closer look to see if it's possible to provide them as well.
