Investigate the lab DNS issue that requires Regulus to use IP instead of FQDN for REG_OCPHOST

This is actually not Regulus, but Crucible issue.  When running crucible controller directly on the bastion in  scalelab, in some rickshaw place, the DNS returns ipv6 that we do know how to deal with. Thus we had resort to using ipv4 address when declaring REG_OCPHOST variable.
