Adopt builds without hash/bundling

For context, the current build (using tsup) bundles code and produces hashed output, e.g.,

This makes it hard to trace origin of errors and patch react-router (example #13076)

I am proposing that React Router adopts builds that do not bundle/do not hash generated file names.
