Automerge enabled but Renovate not recognizing it after upgrading

After upgrading Renovate, automerge is no longer working. The branch and MR is created, but it shows Automerge: Disabled by config. Please merge this manually once you are satisfied. rebaseWhen is also ignored. It seems the config file in the project root is ignored. It is self-hosted GitLab.
The log shows PR is not configured for automerge.

Are the logs enough for debugging?

Just upgrading to the latest version, the issue no longer exists. It is strange that npm keeps install an old version unless I specify @latest.
