Restatectl's warning about an unprovisioned cluster can be wrong

Restatectl prints a warning that the cluster is not yet provisioned if there are no logs

. With #2968 where we allow to provision a cluster with 0 partitions, this seems no longer correct. Maybe we can print the warning if we are not able to retrieve a nodes configuration when listing the nodes.
