The tests::restatectl_smoke_test seems to be instable: https://github.com/restatedev/restate/actions/runs/14166764243/job/39681475572#step:12:962. It looks as if the 10s might sometimes not be enough for a cluster to start.

It seems that the restatectl_smoke_test sometimes fails because the started cluster
does not become healthy within 10s. It looks as if the infrastructure might be responsible
for this. In order to harden the test case, this commit increases the health timeout to
30s.

This fixes restatedev#3043
