What happens if you don't do a recursive clone but let the Makefile fetch what it needs in terms of submodules?

The Makefile will clone submodules as needed before building.
Note that you don't need all submodules for all build configurations.
E.g., you don't need to download LLVM sources if all you need is a GCC toolchain.

The only issue that you may encounter is the one reported in #1798, which has a fix in #1796.
