This PR updates dev dependencies to reduce the number of vulnerabilities from 37 to 18. I also updated github pipeline actions so that the pipelines won't automatically fail due to old action versions.
Minimum node version was increased to 16.x, because that is the minimum version required for grunt to install, which also means that pipelines won't run on node versions below 16.x.
Pipelines still fail on jasmine tests though, but since this PR doesn't affect the librarys functionality, there's some other issue that is triggering that failure.
Oh and semver was downgraded to 5.x version, because 6.x requires node 20.x or later
