UnicodeData: decompositionBaseForGlyphName ignores decompositions with <specifiers> #186

Not sure if this is an explicit feature, but finding the decomposition base for e.g. ARABIC LETTER SAD MEDIAL FORM won't work because the UCD specifies <medial> 0635 as the decomposition, which defcon's decompositionBase aborts on: https://github.com/typesupply/defcon/blob/master/Lib/defcon/tools/unicodeTools.py#L3317

What is the rationale behind this?
