当开启量化的时候，设置pre_compile=true无法量化，设置pre_compile=false可以量化为什么？

两种设置都可以成功，但是量化出来的模型pre_complie=true的模型很大，应该是虽然开启了量化但是没有量化成功的结果，但是pre_complie=false就是可以量化成功的，出来的转换rknn模型是小的
