https://rustc-dev-guide.rust-lang.org/#what-should-i-work-on currently links to this search. this includes issues that have an open PR, such as rust-lang/libc#4449. it would be nice if we could filter these out somehow. i don't think github search supports this natively; maybe we can extend triagebot to add a custom label?
