Try running rustup update. Then run cargo install rustlings (without --locked). Please paste the whole output.

You are missing a linker. Uninstall Rust and reinstall it again following https://www.rust-lang.org/tools/install

Don't deselect anything pre-selected during the installation process, even if it is related to C++ tooling. Just click next.

Then run cargo install rustlings again. That should work.

Try running Get-Command x86_64-w64-mingw32-gcc and then cargo install rustlings again. See this comment: #2240 (comment)
