THREAD_RNG_KEY crops up here: https://github.com/rust-random/rand/blob/9a00a43d8494b10f541b4b03dd43869dbce65910/src/rngs/thread.rs#L70=

I think however the __init method comes from std::thread_local.

Don't expect much help from us on this one.
