docs(horae): Refresh ADR index

Provider verification passes: verify and supply-chain run 31797039383. The external recurseml analysis check reports an analyzer error for the documentation-only diff and remains report-only. CodeRabbit is rate-limited and marked pass. Scoped ADR generator equality passes in the Atlas overlay.
