Pause functionality for vesting streams

TIG, one of our largest users in Lockup, has requested a pausing feature whereby the streaming can be temporarily stopped and restarted later. Example:

• 300 $TIG vested for 30 days
• Vesting starts on Jan 1 and lasts until Jan 30
• On Jan 10, 100 tokens have been vested
• At this point, the sender pauses the vesting stream
• The sender restarts it on Feb 1
• The 2000 $TIG tokens will be vested until Feb 20
