change the action bar default for users that haven't configured anything (e.g., new users)

Change it to "Buttons show full pages" and labels shown (already the default):

Why?

• Blaec is getting people to walk through cocalc all the time, e.g., in live demos. He says the default flyout panels (with the little triangle) is driving him crazy watching people get tripped up by it.
• Full pages are more beginner friendly -- flyout panels are more advanced.

This is definitely not the default mode I would select for myself. This is just for new users or users who haven't configured anything, since it's the simplest.
