Enhancement request: webutil (htpasswd) enhance algo support to add bcrypt

The docs seem to imply MD5, CRYPT or SHA are the only choices for htpasswd when called via webutil.

htpasswd supports bcrypt (" -B Use bcrypt encryption for passwords."). There is no mention of bcrypt under opts in the man pages for webutil.

Furthermore, as per the htpasswd man page : "The SHA and crypt() formats are insecure by today's standards.".
