bug: govdao votes from MsgRun are missed

votes from msgrun are ignored (I think there is none in current testnets but opening this so we don't forget)

we should push to add events on the govdao for this kind of tracking

Status: Deferred — needs team confirmation.

We attempted to spike this (queried public indexers for MsgRun votes on GovDAO) but the indexer endpoints were unreachable. The current sync logic (onchain.go) only captures MsgCall votes via MustVoteOnProposalSimple.

Before implementing:

1. Confirm if any GovDAO votes have actually been cast via MsgRun on the target chain (test11/test12)
2. If yes, the MsgRun parsing is non-trivial — no Args field, vote intent is inside .package.files which requires regex parsing of the Gno script body
3. Estimated effort: M (1 day) if MsgRun votes exist, deferred indefinitely if they don't

The standard voting flow via Adena/MsgCall is fully indexed.
