Dragging a block onto "Make a Block/Variable/List" opens the dialog

Dragging a block into the "Make a Block", "Make a Variable", or "Make a List" area triggers the creation dialog.

Expected Behavior

Buttons are only activated when the corresponding click or drag action begins on the button.

Actual Behavior

Dragging from the workspace and ending the drag over a button in the palette, whether "carrying" blocks (to discard them) or simply panning the workspace, causes the button to be activated.

Steps to Reproduce

Begin dragging from any point in the workspace (the area you put down blocks). End your drag over a button in the block palette, for example "Make a List" in the Variables category. The button is activated.

Drags begun from outside Blockly do not result in a button being activated. Drags begun from over an active block text input do not result in a button being activated. Drags begun from over a Blockly context menu do not result in a button being activated. Drags begun form over a block dropdown do not result in a button being activated.

Generally, it seems that any drag which can lift up blocks (regardless if there is actually a block at that position) also is able to activate a button in the flyout/palette.

System Details

macOS Tahoe 26.5.2, Safari 26.5.2 (21624.2.5.11.8) macOS Tahoe 26.5.2, Firefox 140.13.0esr

I can also reproduce in Safari on iOS (26.5.2), however on this device the bug only occurs if I am dragging a block. A drag begun over an empty point on the workspace does not result in a button being activated.
