Access Denied error persists for all users (including System Admin) after changing Security settings from Requires permissions to Any Auth

To Reproduce

1. Go to Settings
2. Click on Security settings
3. Set Default endpoint access = Requires permissions and select any permissions
4. Save settings
5. Remove the selected permissions and change Default endpoint access to Any auth
6. Save settings
7. Observe - the settings not saved and even for system admin Configuration studio can't be opened due to Access denied error

Expected behavior

• After changing Security settings from Requires permissions to Any Auth, the system should be accessible to all authenticated users
• System Admin should have full access
• Changes should take effect immediately across the entire system
