In eg hledger-1.41 is -Ohtml, I seem to be seeing two copies of the inline style sheet, and two separate HTML tables, one for the title and one for the data. A bug, presumably ?

This kind of thing will be a lot easier to see and troubleshoot once we have pretty HTML output with newlines. Related: #2321.
