Calculation of equivalent subjects with less than threshold

Equivalent subjects should not count towards total number of subjects that meet the requirement; this could accidentally put it over the threshold.

Example:  For 6 Meng, linear algebra requirement, taking 18.06 counts it for 18.06 and 18.700, putting it over the <= 1 threshold.
