Create Copilot prompt/intructions to verify checklists

Problem

A user is not likely to manually verify all items in the checklists. Or they may get updated one time and then changed later. As such, the exercise developer might not think to look again.

Recommendation

Create custom instructions and prompt files for Copilot to easy verify and update these settings.
