Versioned Docker releases #35
Description
Part of https://github.com/sourcecred/widgets/milestone/1, change the deployment system to create docker images with version tags and publish them.
Similar to the sourcecred repo, a :dev tag for the latest master branch alongside versions corresponding to a git tag seems like a good setup.
