Resolve discrepancy between v7_12_0 and v7.12.0-prerelease #7841
Description
Global testing has been underway now since last Tuesday, March 17th. It is scheduled to conclude this Thursday, March 26th. Testers have been using the v7.12.0-prerelease branch on GitHub, but two PRs have been merged into a new branch named v7_12_0 since then.
We need to reconcile these changes somehow and make sure to tag the branch that includes fixes to all identified issues during testing. Because these changes require additional testing, @emenslin and @bhumikaguptaa will be testing the components affected (guided setup, system config, permissions) more.
[There may be a] regression from Delte blockers hot fix #7833, where now only institution admins can fetch delete blockers for Disciplines'.
[Users that are not] institution admins but have permission to Discipline will now likely receive an error where there wasn't one before.
